Water Crisis Sparks Tension as Locals Clash with Pond Owners

A severe drinking water crisis in Lala town culminated in public unrest on Friday, as hundreds of residents staged a road blockade to protest the draining of a private pond in the Shanibari Bazar area.

The demonstration, which brought traffic on the Lala-Katlicherra road to a standstill, involved citizens from Ward Nos. 5, 6, and 7. The protesters, including a significant number of women, expressed fury at the local administration and municipal board for their alleged failure to ensure adequate water supply.

The agitation began when the owners of the pond adjacent to Shanibari Bazar started pumping out water with the intention of filling the land. Residents, who claim they have relied on the pond for their daily water needs for years, vehemently opposed the move. Led by locals including Bablu Deb, Dipak Chand, Kalyani Chand, Lakshmi Banik, Uma Paul, Rahul Paul, Nandu Saha, Soma Saha, Reba Deb, and Rita Chand, the crowd warned they would maintain the blockade until the issue was resolved.

Administrative officials, including Lala Municipal Board Executive Officer Abhijit Bey and the Officer-in-Charge of Lala Police Station, rushed to the scene. After engaging with the agitated mob and assuring them of appropriate measures, they managed to clear the blockade around 2:30 PM.

Ownership Dispute and Administrative Response
The incident has highlighted complex issues regarding land rights and public utility. The pond’s owners maintain that the property is entirely private. While they had previously allowed public access without objection, they stated that the current need to fill the land is personal.

However, the Municipal Board has intervened by issuing an official letter to the owners, obstructing the pumping process and scheduling a hearing within a week. This move has drawn mixed reactions, particularly after Lala Circle Officer Bhaskarjyoti Talukdar examined the land documents and confirmed the pond’s private ownership status.

Questions Raised on Municipal Inaction
The protest has also reignited criticism of the municipal board’s handling of other water bodies. Residents allege that a government-owned pond on BT Road remains in a dilapidated state despite a memorandum submitted three months ago demanding its renovation. The proposal, which suggested handing over responsibility to a local organization, has reportedly seen no action.

Observers have also noted the inconsistency in public reaction, pointing out that when the Lala Primary Health Centre’s pond was filled three or four years ago to construct a building, there was no similar outcry. The intense reaction to the draining of a private pond has thus caused some surprise, underscoring the severity of the current water crisis in the area.
